Dubai Municipality has launched its urban development report titled, “Cities’ Livability in the Age of Global Citizenship,” setting an innovative benchmark for creating sustainable, future-ready cities capable of addressing global challenges.
Highlighting Dubai’s experience in urban development, the report aligns with the C3P3 framework, which incorporates smart urban planning and innovation.
Key Report Highlights
The C3P3 framework is a comprehensive model designed to enhance urban livability through six key dimensions—Connected, Collaborative, Circular, Protected, Proactive, and Present— delivering a strategic roadmap to improve quality of life, drive sustainable development, and create resilient, inclusive urban environments.
The report also identified Dubai’s Urban Plan 2040 as a global benchmark for strategic urban planning and sustainable growth. The initiative aims to ensure that 80% of the population will be within 20 minutes of essential services.
Sustainability is a critical part of the urban plan, focusing on effectively managing waste through sustainable methods, supporting Dubai’s commitment to environmental sustainability and resource efficiency. The plan seeks to protect 60% of Dubai for nature conservation, safeguarding biodiversity, and expanding green spaces.
Additionally, the project guarantees 11 square meters of public green space per capita to incorporate sustainability into the city’s infrastructure.
Planning Urban Resiliency
The report promoted the integration of disaster readiness, food security strategies, and climate adaptation initiatives to support resilience and sustainability in urban development.
Referring to the findings of the report, Sanaa Al Alili, Director of the Urban Planning Department at Dubai Municipality, said, “These efforts are essential to ensuring sustainable urban expansion, establishing a strong urban planning system, and building integrated communities that are livable, safe, accessible, and inclusive, while delivering the highest levels of well-being and quality of life.”
Meanwhile, Marwan Bin Ghalita, Acting Director General of Dubai Municipality, emphasized the city’s commitment to becoming one of the world’s most livable cities, and the municipality’s drive to balancing economic growth, environmental sustainability, and social well-being through urban planning strategies.
“The C3P3 framework serves as a valuable reference for city leaders, offering comprehensive insights to rethink urban livability in a rapidly evolving world filled with challenges that impact the development and growth of smart cities.” Ghalita stated. “Dubai Municipality is committed to the management, planning, and governance of Dubai’s advanced infrastructure while pursuing future aspirations to position the city as a global leader in sustainability and quality of life.”
Ghalita added that by adopting pioneering urban solutions, Dubai stands as a shining example of what the cities of the future should embody.
